Essential Functions

25%

  • Advises the Superintendent, Deputy Superintendent, Board and District administrators on legislation, regulations, policies, procedures, and budget and financial issues.
  • Acts as the key spokesperson and authority on issues related to assigned area of responsibility.
  • Executes District functions in meetings with governmental, legislative, business community and labor union representatives.
  • Serves on committees, task forces, and ad hoc groups, as necessary, to coordinate functions in areas of responsibility.

  • Provides vision, direction and leadership for the Departments of Finance and Audit Response in the areas of budget, long range forecast, position control, Payroll, Retirement Benefits, Grants & fiscal compliance, Accounting, Student Activity Funds, Accounts Payable, Treasury, Debt Administration, Fix Assets, Accounts Payable, capital finance, Contracts and Audit Response, Risk Management, Workers Compensation, School Field Trip/Chaperone Oversight, and state legislative agenda.
  • Supervises assigned administrative, managerial, professional and support staff.

  • Ensures the development, implementation and maintenance of District operating, capital and student activity fund budget systems, processes and services.
  • Ensures that necessary reports are prepared and distributed, including reports for state, federal and other funding source compliance purposes.
  • Stays current on rules, regulations, and other requirements for financial compliance and assists with developing related District policies.
  • Oversees the budget for assigned division.

  • Provides the financial management perspective in formulation of strategic budget and plans.
  • Provides administrative oversight for the preparation, and ensures the completion, of reports and interpretations of related data for effective decision-making by managers, the Board, and the Superintendent.

  • Supports and encourages collaborative efforts to strengthen internal controls within all operations of the organization including, but not limited to, the work of the office of internal audit, risk management, finance department and audit response team.
  • Provides input and coordination among parties on the District's annual risk management plan and internal audit plan.

  • Provides direction in and maintains up-to-date knowledge of business and finance best practices in PK-12 urban education.
  • Participates in on-going training to enhance professional skills.
  • Acquires, maintains and provides current state-of-the-art status in methods and techniques in business and financial administration.

  • Ensures the development, implementation, and maintenance of communication systems within the departments of assigned division.
  • Ensures that necessary reports are prepared, including reports for state and federal compliance purposes.
  • Monitors and assists with monitoring compliance issues; maintains currency on the rules, regulations and other requirements for compliance.
  • Develops and assists with developing District policies to ensure compliance; ensures that legally mandated health and safety standards are met within reporting departments.

  • Serves as a member on the Superintendent's Leadership Team that facilitates transformational work to promote academic achievement, community engagement, service to schools, and an ethical and accountable organization.

  • Represents and acts on behalf of the Superintendent in his/her absence.

  • Oversees filing of quarterly state Public disclosure Commission reporting.
  • Represents District at State of Washington Large District Association meetings.
  • Represents District at Represents the District in supporting various initiatives.

Typical Qualifications

EXPERIENCE/EDUCATION:

A typical way to obtain the knowledge and abilities would be:
 
Eight (8) years in business and financial management, preferably in a large, complex government organization, including at least three (3) years at a large, complex organizations; five (5) years of experience in PK to 12 education as assistant superintendent/chief financial office, Seven to Ten (7-10) years as an Assistant Superintendent of Business and Finance preferred; Master's degree in Business Administration or closely related field; PhD Education Administration preferred; or an equivalent combination of education and experience.
 
Any equivalent combination of education, experience and training that provides the required knowledge, skills and abilities to perform the work will be considered.

DESIRED CERTIFICATIONS & LICENSES:
Valid Washington State driver's license or evidence of equivalent mobility. Certified Public Accountant preferred

Criminal Justice fingerprinting and background check.
